HSE Manager
We are recruiting an HSE Manager on behalf of our client, a global EPC and O&M provider delivering turnkey utility-scale solar power plants. As their project pipeline in Romania expands, this role will join the on-site leadership team in Arad, overseeing all health, safety, and environmental activities for a large-scale photovoltaic project.
As Health & Safety Manager, you will be responsible for developing, implementing, and overseeing all HSE management systems at the Arad solar power plant construction site. You will ensure that all project activities are executed in compliance with national regulations, international standards, and company policies, fostering a culture of safety excellence.
This is a hands-on, on-site role for an approx. 2-year project, with extension potential based on pipeline & performance.
The role can be structured as an employment contract (CIM) or B2B collaboration.
Location: Arad (Grăniceri)
As part of the compensation package, the role includes a company car for daily site operations.

What will be your day-to-day activities?
1. Health, Safety & Environmental Management
Lead the preparation, implementation, and continuous update of the Contractor Environmental and Social Management Plan (C-ESMP).
Ensure compliance with all Project CESMP requirements and supporting management plans.
Develop and maintain site HSE procedures, risk assessments, method statements, and emergency response procedures.
Conduct Job Hazard Analysis (JHA) for all work activities.
Ensure all subcontractors comply with project HSE requirements.
Monitor compliance with PPE requirements and safe work practices.
Lead site inspections, audits, toolbox talks, and HSE meetings.
Investigate incidents, near misses, unsafe acts, and environmental non-conformities.
Prepare corrective and preventive action plans (CAPA).
Coordinate emergency preparedness and response drills.
Ensure compliance with waste management, hazardous materials control, environmental monitoring, and pollution prevention requirements.
2. Labour, Social & Worker Welfare Compliance
Support implementation of the Worker Management and Recruitment Management
Monitor compliance with labour standards, worker contracts, accommodation, grievance mechanisms, and Code of Conduct.
Ensure worker welfare provisions meet project and lender standards.
Support labour audits for subcontractors.
Monitor implementation of the worker grievance mechanism.
Ensure compliance with anti-discrimination, GBVH prevention, and worker rights commitments.
Coordinate with the Community Liaison Officer (CLO) on labour-related community matters.
What is the preferred background?
Bachelor's degree in Occupational Health and Safety, Engineering, or related field.
Minimum 5–7 years of experience in HSE and/or quality management roles, preferably in construction, energy, or EPC projects.
Professional certifications highly desirable: ISO 45001 Lead Auditor, ISO 9001 Lead Auditor, or equivalent.
In-depth knowledge of Romanian HSE legislation and regulations (Legea 319/2006, HG 1425/2006, etc.).
Experience managing HSE on large-scale construction or solar projects.
Proven ability to lead teams, influence stakeholders, and drive cultural change.
Excellent communication, training, and presentation skills.
Strong analytical and problem-solving abilities.
Proficient in MS Office; experience with HSE management software is an advantage.
Good command of English (written and spoken).
Valid driver's license.
Availability to work full-time on the construction site (Grăniceri, Arad).
