Quality Manager – Solar Power Plant
We are recruiting a Health, Safety & Quality Manager on behalf of our client, a global EPC and O&M provider delivering turnkey utility‑scale solar power plants. As their project pipeline in Romania expands, this role will join the on‑site leadership team in Arad, overseeing all HSE and quality activities for a large‑scale photovoltaic project.
In this position, you will lead the project’s HSE and Quality systems, ensuring full compliance with Romanian legislation, ISO standards, and client requirements. You will run site inspections and audits, manage incident investigations, ITPs, and NCRs, and work closely with the Construction Manager and all disciplines to maintain top safety standards and consistent quality across civil, mechanical, electrical, and commissioning works.
This is a hands‑on, on‑site role for approximately two years (CIM), with the possibility of extension depending on project pipeline and performance.
Location: Arad (Grăniceri)

Key Responsibilities
Develop and implement project-specific HSE and Quality Management Plans.
Conduct regular site inspections, safety audits, and quality control checks.
Lead incident investigations and ensure effective corrective actions.
Deliver HSE inductions, toolbox talks, and targeted training sessions.
Manage Inspection & Test Plans (ITPs) and oversee hold/witness points.
·Handle NCRs and promote continuous improvement across all disciplines.
Ensure compliance with Romanian HSE legislation and ISO 45001/9001.
Maintain complete, audit-ready HSE and quality documentation.
Prepare weekly and monthly reports for site and corporate management.
Lead and mentor the on-site HSE and QA/QC team.
Coordinate with contractors, suppliers, clients, and regulatory authorities.
Candidate Profile
Bachelor’s degree in HSE, Engineering, Quality Management, or related field.
5–7 years of experience in HSE/Quality roles within construction or energy.
ISO 45001 / ISO 9001 Lead Auditor certifications – strong advantage.
Solid knowledge of Romanian HSE legislation (Legea 319/2006, HG 1425/2006).
Experience on large-scale construction or renewable energy projects.
Excellent leadership, communication, and problem-solving skills.
Good English skills; MS Office proficiency.
Valid driver’s license.
